But as far as I know Ahrar was never included in the UNSC listing of terrorist groups?????

Ahrar was never declared a terrorist organization by anybody (bar Assadists, of course, but then they consider everybody fighting them a terrorist).

That said, Russia seems to be particularly keen to include the JAN in the ceasefire too: they just couldn't ignore them any more than they did the last six months.
