One of the key German reunification moves was not to charge all Stasi officers or their informers with treason...only blocked them from government positions, military and security service positions......or charged them is they were involved in the killing of illegal border crossers.....but that did not atop them from taking over lucrative former GDR owned businesses and land.
A large number of Stasi informers have never been fully discovered as research on former Stasi documents still is dragging.....and the German government wants to "retire" them to the German National Archives which will restrict further research all together....
