Reference the crashed MiG from the Russian ACC....
Rumours – lost MiG-29KR f/ #Kuznetsov was piloted by Col Igor Matkovsky, one of top 3 carrier-based pilots in RU.

He as a Russian AF Hero had over 200 carrier landings and he basically ran out of fuel because the ACC Commander did not divert him to a land AF and they could not get the arresting mechanism fixed in time...
Have a hunch that radio chatter between the plane and controller on Kuznetsov was pretty heated.
Absolutely makes sense, falls into context. Even aces can't pull miracles the dire state #Russian Navy actually is in.
A massive single point of failure in the Russian Command and Control that has never been fixed in all their modernization efforts....Commanders are simply afraid to make a serious/critical decisions as they are afraid it will kill their careers and then off to Siberia...
EXAMPLE...on the Army side all Russian Commanders down to Company Commanders physically sign the operational orders as to what they do.....thus they are held then legally responsible if their portion of the op fails...and changes to the op orders requires all new signatures....
