The Atlantic Council's Digital Forensic Research Lab has confirmed that two Buyan-class missile corvettes of the Black Sea Fleet that were officially destined to join the flotilla off Syria have remained at Kaliningrad.

Given that the Baltic Fleet has been the most neglected, this may represent a "sea change", given the emphasis that the Kremlin has placed on the Black Sea and the Mediterranean. It is especially worrying, given that NATO has been pondering how to ensure conventional deterrence in the Baltic region.
