The Asia Reassurance Initiative Act (ARIA) adds much substance via further clarity and funding to President Obama's and Secretary Clinton's pivot (later re-framed as the rebalance) to the Asia-Pacific based on our vital national interests in the region that are increasingly at risk. ARIA follows President Trump's National Security Security released in December 2017 that focused the nation's efforts on great power competition, calling out China as the greatest long-term threat to our national security interests. However, the rebalance and ARIA focus on more than China, it also addresses the North Korea threat and ISIS in Southeast Asia among other topics. The Senate approved it on 4 Dec 18, the House on 12 Dec 18, and President Trump signed it into law on 31 DEC.
It requires the Trump administration to develop a long-term strategic vision and principled policy for the Indo-Pacific region and includes a number of new initiatives and priorities. It appropriates $1.5 annually for FY 2019-2023 to implement it.

The full text is at the link above, and unlike Elbridge Colby's remarks about the National Security and Defense Strategies dismissing a rules based international order and instead focusing on power in a recent interview with Octavian Manea for a SWJ journal article, the ARIA clearly calls for a rules based international order.
