Change to "mark posts as read" feature / view
I just changed settings on the board to better mark individual posts as read or not read.
Since this is a one-time change, every post older than 10 days just got marked as unread for you. But the advantage is, from now going forward, the board will record and display read/unread. This should make the New Posts and Recent Posts features more useful for you.
All this thanks to the superior support at vBulletin, helping us learn yet another capability in our massively full featured board software.

Something strange with this recent change
I've noticed improvement however something else to go with it. Logged in, posted and subsequently hit 'new posts' and didn't see my new post. Went back to the post and tried to resubmit, and received the prompt that 'appears this post is has already been submitted' so I knew the last post 'went'.
Logged off and restarted the browser, and could see my recent post.
Could just be me and the Russian Cyber dudes

Hey Stan - no same here - I think its just the way it works now - another way to check and see if it was submitted though is just to hit Small Wars Council link which gets you all the threads - the new post will show there under the category which it fell - one step easier then the browser, but still one step.

New Posts vs. Recent Posts
BLUF - use Recent Posts (top left, under the donkey).
It seems this is what's going on:
Stan, your last post isn't "new" because you've read it. "New" posts are now only unread ones. Posts get marked as read after a) you write them; OR b) after you open the thread that contains them.
Recent posts are ones that were made recently, read or unread.
Recent goes back 24 hours.
New = unread goes back until read, or 10 days, whichever is earliest.
Posting Permissions
