I forget where he said it but one of the key capabilities of 4GW was they would simply send a "person" across an open border with nothing but money and some knowledge. He would use the existing resources in the target country to create what ever mayhem he wanted. It's like the old TV show MacGyver. Every week he was in situations where he used what was ever around him to make a weapon and win. I do think he carried a swiss army knife!
