Default Military integration and civil wars: don't do it!

A fascinating report on this "wicked" problem as the authors write:
Quote:
Does military integration make renewed civil wars less likely? Evidence from several cases of postwar military integration over four decades reveal little evidence that it contributes to the durability of postwar peace.
They conclude, cited in part:
Quote:
...military integration is expensive to implement and support over time and may have regrettable political consequences so outsiders should not actively advocate it. At this point, the evidence does not support the assumption that military integration will make renewed civil war less likely.
It is a Swedish MoD funded project, with some US DoD help (PKOSI @ Carlisle hosting a conference).

At one time Security Sector Reform (SSR) was a frequent subject, alongside FID and working with others. In particular the posts by Colin Robinson, see 'Tentative Guidelines for building partner armies post conflict' in RFI):http://council.smallwarsjournal.com/...ad.php?t=10049

There is a closed catch all thread on SSR & FID (there are many other similar threads):http://council.smallwarsjournal.com/...ead.php?t=5637
