Default Nine questions to ask after a terrorist attack

Daniel Byman, a SME on terrorism, has an excellent guide to making order from chaos after a terrorist attack is reported. He concludes:
The above list can act as a starting point, and each terrorist strike will come with its own unique set of issues. But if we begin asking these questions from the start, we’ll be better able to order the chaos and prepare for the next attack.
As the Brooking editor added:
The confusion following a terrorist attack often exacerbates the fear, and sorting fact from fiction is difficult as the media races to uncover details and social media explodes with speculation. In the hope of mitigating some of this confusion in the future, Dan Byman offers nine questions to ask after a terrorist attack.

A mini-bio for the author:
Daniel Byman is foreign policy editor of Lawfare. He is a senior fellow at the Center for Middle East Policy at the Brookings Institution, where he focuses on counterterrorism and Middle East security. He is also a professor at Georgetown University's School of Foreign Service.
