Доповідь керівника Сектору Д генерала Литвина П.М. в штаб АТО о 14.30 23 серпня про виявлені колони російської броньованої техніки була розцінена як паніка і залишилась без уваги і прийняття рішень.
Реакція начальника штабу АТО генерал-лейтенанта Назарова В.М. на чергову доповідь був лаконічним: "Це все херня. Ми це вже проходили. Тримайтесь!"
Прпозиції про відведення військ з метою запобігання блокування та оточення не затвердили.
О 21.15 23 серпня генерал Литвин П.М. був викликаний на зв’язок з начальником Генерального штабу, який в цей час перебував в кабінеті міністра оборони.
Першим доповідь генерала Литвина П.М. вислухав міністр і без коментарів передав слухавку начальнику Генерального штабу, який у відповідь на доповідь сказав: "При зміні обстановки доповідайте в установленому порядку" і повісив слухавку. Жодних команд не було віддано.
