This article was written pre-surge in Iraq. While it does not mention Iraq it does speak to the idea of a Surge like operation intended to regain momentum in a COIN-Stability operationonce it had been lost. It looks at Somalia as a case for lost momentum. It then explores the Greek Civil War, The Huk Rebellion in PI and the Malayan Emergency as cases where momentum was regained by coordinated intensified effort with increased centralized C2 and decentralized action.
