    Minsk 2 Agreement:
    12:11PM GMT 12 Feb 2015

    • Immediate and full ceasefire in particular districts of Donetsk and Luhansk Oblasts of Ukraine and its strict fulfilment as of 00.00 midnight (Kiev time) on Feb. 15, 2015.

    • Pull-out of all heavy weapons by both sides to equal distance with the aim of creation of a security zone on minimum 50 kilometres apart for artillery of 100mm calibre or more, and a security zone of 70km for MLRS and 140 kilometres for MLRS Tornado-S, Uragan, Smerch and tactical missile systems Tochka U.

    – for Ukrainian troops, from actual line of contact;

    – for armed formations of particular districts of Donetsk and Luhansk Oblasts of Ukraine, from the contact line in accordance with the Minsk memorandum as of Sept. 19, 2014

    • The pullout of the above mentioned heavy weapons has to start no later than the second day after the ceasefire and finish within 14 days.

    • This process will be assisted by OSCE with the support of the Trilateral Contact Group.

    • Effective monitoring and verification of ceasefire regime and pullout of heavy weapons by OSCE will be provided from the first day of pullout, using all necessary technical means such as satellites, drones, radio-location systems etc.

    • On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” and also about the future of these districts based on the above mentioned law.

    • Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” based in the line set up by the Minsk Memorandum as of Sept. 19, 2014.

    • Provide pardon and amnesty by way of enacting a law that forbids persecution and punishment of persons in relation to events that took place in particular departments of Donetsk and Luhansk Oblasts of Ukraine.

    • Provide release and exchange of all hostages and illegally held persons, based on the principle of “all for all”. This process has to end – at the latest – on the fifth day after the pullout (of weapons).

    • Provide safe access, delivery, storage and distribution of humanitarian aid to the needy, based on an international mechanism.

    • Define the modalities of a full restoration of social and economic connections, including social transfers, such as payments of pensions and other payments (income and revenue, timely payment of communal bills, restoration of tax payments within the framework of Ukrainian legal field)

    • With this aim, Ukraine will restore management over the segment of its banking system in the districts affected by the conflict, and possibly, an international mechanism will be established to ease such transactions.

    • Restore full control over the state border by Ukrainian government in the whole conflict zone, which has to start on the first day after the local election and end after the full political regulation (local elections in particular districts of Donetsk and Luhansk Oblasts based on the law of Ukraine and Constitutional reform) by the end of 2015, on the condition of fulfilment of Point 11 – in consultations and in agreement with representatives of particular districts of Donetsk and Luhansk Oblasts within the framework of the Trilateral Contact Group.

    • Pullout of all foreign armed formations, military equipment, and also mercenaries from the territory of Ukraine under OSCE supervision. Disarmament of all illegal groups.

    • Constitutional reform in Ukraine, with the new Constitution to come into effect by the end of 2015, the key element of which is decentralisation (taking into account peculiarities of particular districts of Donetsk and Luhansk Oblasts, agreed with representatives of these districts), and also approval of permanent legislation on special status of particular districts of Donetsk and Luhansk Oblasts in accordance with the measures spelt out in the footnotes, by the end of 2015.

    Notice--by Russian not signing ie Putin who was there Russia can and does in fact argue the Agreement does not apply to Russia but that it is between the Ukrainian government and the Russian mercenaries NOT between Russia and the Ukraine.

    In some aspect the Ukrainians could also argue the same way as they formally did not sign the document--a former Ukrainian President signed it thus it has no formal bearing in Ukrainian law.

    WHO must adhere to it are the two "People's Republics" who argued when they returned from Minsk they never signed anything until it was pointed out their signatures were indeed on the document--then silence from them.

    This is an interesting development and is actually counter to Minsk 1 and 2. The LPR/DPR both proposed these so called “sub groups” when they announced last week they were no longer going to hold to the POW exchanges which should have been completed by the end of Feb 2015 but were not and they called them off before the end of Feb on their own—there are accusations that they still hold over 400 hundred civilians and military POWs.

    So the refusal to quit because the sub groups did not meet is funny in that the sub groups were never part and parcel of Minsk 2 and they were only proposed by the “People’s Republic’s” last week and not approved by the Ukraine nor the Tripartite Group nor the Normandy 4.

    WHAT is interesting is that the Ukraine passed the "special zone law" with the stipulation that it must be tied to free and open elections in order to get the “civilian society” represented in further government discussions on the implementation of Minsk 2.

    AND these elections had to be conducted under Ukrainian election laws and with the election registration lists before the fighting started to preclude “mercenary and Russian troops voting”.

    Some are now saying both Russian and the two “People’s Republic’s” are attempting to stop everything because they are afraid of open and free elections taking place under Ukrainian law which in effect signifies that the occupied territory is in fact Ukrainian.

    NOTE: Immediately after the Ukraine passed the "special zone law" the Russians and the her mercenaries complained that it did not adhere to Minsk--but Minsk 2 did not state exactly what had to be in the law.

    THIS is though where the Ukrainian government fully blocked both Russia and her mercenaries---they tied the "special zones" to the exact territorial contact line defined by Minsk 1 on 19 September--thus all new territory they had occupied with their heavy fighting and the taking of Debaltseve did not fall under the "special zone law".

    Minsk 1 Agreement and Additional Memorandum 19 Sept 2014:

    Protocol

    The text of the protocol consists of twelve points:
    1.To ensure an immediate bilateral ceasefire.
    2.To ensure the monitoring and verification of the ceasefire by the OSCE .
    3.Decentralisation of power, including through the adoption of the Ukrainian law "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts".
    4.To ensure the permanent monitoring of the Ukrainian-Russian border and verification by the OSCE with the creation of security zones in the border regions of Ukraine and the Russian Federation.
    5.Immediate release of all hostages and illegally detained persons.
    6.A law preventing the prosecution and punishment of persons in connection with the events that have taken place in some areas of Donetsk and Luhansk Oblasts.
    7.To continue the inclusive national dialogue.
    8.To take measures to improve the humanitarian situation in Donbass.
    9.To ensure early local elections in accordance with the Ukrainian law "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts".
    10.To withdraw illegal armed groups and military equipment as well as fighters and mercenaries from Ukraine.
    11.To adopt a program of economic recovery and reconstruction for the Donbass region.
    12.To provide personal security for participants in the consultations.

    Follow-up memorandum

    In the two weeks after the Minsk Protocol was signed, there were frequent violations of the ceasefire by both parties to the conflict. Talks continued in Minsk, and a follow-up to the Minsk Protocol was agreed to on 19 September 2014. This memorandum clarified the implementation of the Protocol. Amongst some of the peacemaking measures agreed to were:
    To pull heavy weaponry 15 kilometres (9.3 mi) back on each side of the line of contact, creating a 30-kilometre (19 mi) buffer zone
    To ban offensive operations
    To ban flights by combat aircraft over the security zone
    To withdraw all foreign mercenaries from the conflict zone
    To set up an OSCE mission to monitor implementation of Minsk Protocol

    Russian and her mercenaries are attempting to pressure the Ukraine into making their pension and employee payments to themselves. They both are arguing that the Ukraine has an economic blockade against them.

    BUT the Ukrainian response is--no blockade and they will began paying once they regain control of their occupied territory as per Minsk 1 and 2 since they have no control the believe that the mercenaries will not actually pass the money onto the individuals as they have a history of corruption and are not the legal representatives of the Ukrainian government nor responsible for the various Ukrainian governmental agencies.

    Russia is financial hurting and can not support the occupied zones much longer as they must pay as well all their mercenaries--estimates daily costs that Russia is paying ranges from 20-40M USDs per day.

    The Ukraine does pay the pensions as long as the individuals come to Ukrainian controlled territory.

    Russian authorities saying there is no change in the radiation levels just 4 hours after nuclear sub started burning is super-reassuring.

    Fire-fighters are now flooding the dock where the Oryol nuclear submarine caught fire today as the foam attack isn't working, TASS reported at 18:01 Moscow time.

    An "informed source" told TASS (translation by The Interpreter):

    "At the present time, the foam attack which was conducted to douse the fire is not bringing results. In that connection the issue is being reviewed of completely flooding the whole dock with water."
    He said the area involved in the fire has increased, but it is hard to establish the dimensions due to heavy smoke.

    But at 18:43, this version of the report was deleted, and substituted with another quote from a source:

    "The gates of the dock are open, the operation to flood it with water has begun. As a result the submarine Oryol will be submerged, which will enable us at first to localize and then liquidate the fire. There are no other means of dousing the fire on the submarine."

    Previous version of TASS report mentioning foam, now deleted.

    Earlier Yevgeny Gladyshev, representative of the ship repair company's press office said preparatory work had begun to flood the dock chambers, construction scaffolding was being removed, the gates were being closed and firemen were leaving the dock.

    "How much the dock will be flooded with water is hard to say since the source of the conflagration is in the lower part of the submarine's hull," he said. He also noted that no nuclear fuel was loaded on to the submarine.

    In the earlier version of the TASS report, Gladyshev was quoted as saying that 11 units of the Emergencies Ministry had responded but the fire was not yet under control.

    The fire took place at the Zvezdochka ship repair shop in Severodvinsk, Arkhangelsk Region at 14:00 Moscow time. The personnel all evacuated the submarine without injury. The fire is in rubber insulation.

    Seems that all the Russian excuses for their actions in the Crimea and eastern Ukraine ie humiliation, NATO expansion, US trying to keep them from becoming a superpower, they have a right to be a superpower to the ultimate we are protecting ethnic Russians was all a faηade for their actions starting in 2000.

    A new Russian-led offensive in Ukraine is likely to take place within the month, the former head of US and NATO forces in Europe warned.

    Retired General Wesley Clark warned at an exclusive briefing with the Atlantic Council that a renewed Russian offensive in Ukraine was "imminent" and would "most probably" take place between Orthodox Easter on April 12 and Russia's celebrations of VE Day on May 8.

    Clark said he reached this timeframe by speaking to a number of sources within the Ukrainian military both in Kiev and along the frontline in eastern Ukraine.

    "Ukrainian forces expect attack within the next sixty days," Clark writes for the Atlantic Council. "This assessment is based on geographic imperatives, the ongoing pattern of Russian activity, and an analysis of Russian actions, statements, and Putin’s psychology to date."

    Clark further noted that Russian and separatist forces are already massed both in eastern Ukraine and along the Russian border.

    "[S]ome nine thousand Russian Federation personnel and thirty to thirty-five thousand separatist fighters are in eastern Ukraine. These forces include some four hundred tanks and seven hundred pieces of artillery, including rocket launchers," Clark estimates. "Another approximately fifty thousand Russian military personnel are located along or near Russia’s border with Ukraine. A further fifty thousand Russian personnel are located in Crimea."

    The ultimate goal of the assault would be the creation of a "land bridge" linking Russian-annexed Crimea to the separatist controlled zones of eastern Ukraine and ultimately to Russia.

    Any push to create a land bridge would focus on taking the Ukrainian port city of Mariupol, a strategic port and steel-producing city on the Sea of Azov. In January, a separatist leader took responsibility for rocket attacks on the city that left 20 people dead.

    In a candid interview with BBC Russian, translated by Vice, a Russian fighting in eastern Ukraine admitted that the separatists had been preparing for an assault on Mariupol in the beginning of March, despite the signing of a ceasefire in February.


    Reuters reported at the end of February that, despite the ceasefire, Russia continued to move tanks, missile systems, and busloads of troops to the separatist-controlled city of Novoazovsk approximately 25 miles east of Mariupol. Ukraine's military spokesman told Reuters that the city could serve as a launching pad for an invasion of Mariupol and then ultimately a continuation of the offensive all the way to Crimea.

    If the attack on Mariupol were to take place, Clark warned that the ramifications of the assault would be felt far beyond Ukraine. Ultimately, Clark believes that Putin's actions and goals are aimed at destroying the current system in place in Europe as a whole.

    "[Putin’s] objective in this would be much broader than Ukraine. It would be to shatter the sense of well-being and confidence among the nations of Eastern Europe in NATO protection and, ideally, to drive a permanent wedge between the United States and its European allies, and the Western allies and Eastern Europe,” Clark said.

    Situation worsening in Donbas conflict zone, militants trying to occupy Shyrokyne

    UNIAN: The situation in the Donbas conflict zone is worsening, with militants firing mortars and artillery on the positions of the Ukrainian armed forces, National Security and Defense Council spokesman Andriy Lysenko said at a briefing in Kyiv on Tuesday, April 7.

    "The situation in eastern Ukraine is tending to worsen. The militants regularly fire on the Ukrainian army along the demarcation line, except the eastern part of the Luhansk region," Lysenko said.

    According to Lysenko, on April 6 Russian-backed militants fired 122mm mortars five times. There were also three cases of attacks from cannon artillery, as well as the use of tanks by militants.

    "All of the above mentioned types of weapons should have already been withdrawn from the demarcation line under the Minsk agreements," he said.

    "The tensest situation remains in the direction of Donetsk, including near the Donetsk airport," Lysenko said.

    According to Lysenko, in the area of Luhansk the militants are trying to find weaknesses in the Ukrainian defense lines near the Bakhmutka highway.

    "In the area of Mariupol the militants are trying to occupy the village of Shyrokino, but the Ukrainian soldiers successfully defend the perimeter and repel all the attacks of the militants," Lysenko said.
