Not clear what they mean, possible trucks of state enterprises/or some military/ KAMAZ caches, not civilians' owned

THIS is actually a very important indicator....during the Cold War German war plans and serious mobilization plans foresaw the mobilizing of commercial heavy trucking assets capable of moving armor, ammunition and troops outside of the regular army assets.....that is why they would test once per year that concept by doing routine safety checks of those designated vehicles....

THIS now confirms that once this exercise is complete and in place Russia can go to full scale war inside minutes.....QUESTION is now is Putin going to fully invade Ukraine Or is he basically "blackmailing the West" by threatening full scale war if Ukraine does not capitulate to his demands???

I read they even transfer trucks from civilian sector into military service?
